Do you sequence-break anything skipping the Lift of Dectus?
I'm finishing up exploring Liurnia.
After clearing both of the major dungeons in the area and accepting Ranni's task (on Rogier's suggestion) to search for the hidden city, I have at least one or two arrows pointing me in Radhan's direction now.

While exploring the rest of Liurnia, I found the lift and could not access it as I only have half of the medallion.
But I also cleared all the locations around the lift (including the Eye of Sauron) and found a tunnel which I presume is a shortcut that bypasses the Lift and lets me into the next area.

As this game seems to have slightly buggy quests and NPCs that like to move around based on either your progression or simply where you've been... Will I break anything important by going through and setting foot in the next region?

Should I just turn around now and head towards Caelid?

You should clear Caelid after Liurnia anyway otherwise it would be way too ease when you come back from Altus Plateau. I find Liurnia and Caelid equal in difficulty with exception of Dragonbarrow, which is very high level compared to these two locations.

There are some quests in Caelid you might want to start, Millicent comes to mind, but I'm not sure anything would broke if you just go to Altus Plateau.

I have also entered Altus Plateau through the side pathway rather than Lift and got the rest of medallion later. I did most of the quests and only missed one, Brother Corhyn, as far as I know and that was my doing since I ignored him.

I skipped up there on my current playthrough to grab the Deathbed dress before doing Caelid and Ranni's questline. I don't think it broke anything, but you never know...

I don't think it will break anything, I've done many quests after completing things out of order. But the other half of the medallion is easy to get. Won't spoil it for you. If you can't find it just google it, very easy to get.

AFAIK, getting to Altus (by Dectus lift, secrret tunnel or the more hidden method) and resting at a grace there will trigger the Radahn Festival (aka Radahn bossfight) at Redmane Castle. You don't permanently loose anything as you can still do the regular version of Redmane castle after fighting Radahn.

I am not sure about the exact conditions but it might break edgar if you haven't done that.

I played twice (quit first character after 15ish hours or so) and both times I did Castle Morne, Edgar was nowhere to be found.

In my current game, I was invaded by The Revenger, but had no previous interaction with that quest besides taking Irina's letter.
