Even though arcane has a lower scaling value than Dex, the damage output tends to be slightly higher which is odd. I would recommend leveling both up and have a slight prioritization in arcane

bleed scale from arcane, most dmg comes from bleed and not the weapon art itself.

I personally level Dex and Arc cuz it scales with both and Arc affects the bleed, but at max upgrades it scales more with Dex so prioritize dex but get both. :)
