You have to complete Yura's questline. You get it from one of the churches on Altus

or just tank it with 3 potions like i did and killed him 2nd attempt even though i had the item i got it so long ago i forgot about it lol

i'm running this weird pure mage build where i switch between spellsword and shooting lava, frost, and tons and tons of skulls with ancient death and rykard's rancor, so I have to keep most of my pots on cerulean and can't afford to chug 3. Just beat him on my third try though
