It almost sounds like it's running on your integrated GPU and not the 2060.
I can run it decently on the oldest PC build I still have which is an i7-3930K, 16GB and a 780 Ti 4GB, so I would think yours really shouldn't have too much trouble at least maintaining 30 FPS minimum.
45-60fps 1080p depending on location/fights on medium settings.
If it looks terrible and still getting low frames then something isn't using your 2060, my 1070 is not being maxed out with the 60fps cap, more cpu bound in some places.
I dunno why, today it was running a tad better. I just went to nvidia config and went tinkering in there. It is "playable" in the sense that it could strike AROUND 30 I guess. Im gonna try just straigt up limiting it to 30 and see how it fares. Still, might be something wrong with my pc settings

i dont know if this changed in recent years but ram normally gets significantly slower when not in dual channel mode
meaning 2 ram slots or 4 ram slots
3 ram slots in the past lowerd the overall speed of the ram a lot.
so 2x4 was a lot faster than 3x4
for a lot of games this was around 15% +
i am not 100% sure if this changed in recent years
If you have 2x4GB and 2x2GB then ignore, as long as you're running dual channel mode that is okay.
Theres not much else aside from making sure your RAM and CPU are running as high as they can. Either XMP or manual memory OC and max CPU turbo setting since 7400 is a locked CPU.
Then there's Windows. What is installed? What is running in the background? Is your system clean or full of bloat? How well optimized are the settings?
It all adds up. Half the reason I build my PCs is so I know exactly what is in it. The end result is a mid-range system that can run many games better than some high-end rigs.
Anyway, hope you find a good solution. I recommend making sure the Windows side of things is as clean and optimized as possible. On the hardware side, I'd look into exactly what CPUs your motherboard can support and finding the best one for your budget.

The i5 7400 certainly isn't the best CPU these days, but it's more than enough for Elden Ring. Being a quad core is irrelevant as Elden Ring barely uses 2 CPU cores, slamming one core with most of the usage and a second core for maybe physics and collision. So long as the CPU has good IPC it's fine. There are players and forum members with second gen iCore (i5 2500K and i7 2600K) that get good performance.
12GB of RAM is fine for the most part, but you may get crashes if you run out of memory due to Windows consuming so much RAM. Linux *seems* to be fine with it though as it uses much less RAM for the OS itself. 16GB or more works out a lot better as long as it's decently fast. (1333MHz DDR3 or faster)
That RTX 2060 is more than enough for 60fps @ 1080p. I've got a gaming laptop with the mobile version and it's a pretty solid 60fps on the Maximum preset + Motion Blur off. Used to have stutters until the 1.04 patch dropped. Runs great now.
So yeah. I think Elden Ring is running on your iGPU rather than your RTX 2060. I've done testing on my laptop's iGPU, a Vega 7, and it struggles to maintain 30fps @ 720p outdoors with the lowest settings. Intel's iGPUs are far worse and make this game unplayable.
Make sure your nVidia driver is up to date. https://www.nvidia.com/en-us/geforce/drivers/
Make sure your display connector is plugged in to your RTX 2060 and NOT the motherboard display connection.
Open the nVidia Control Panel, Manage 3D settings, select the Program Settings tab, under Select a program to customize, select Elden Ring, and set Preferred graphics processor to High-performance nVidia processor.
