How far does 'Ashen Capital' extend?

I know that the capital city permanently changes near the end of the game,
but I'm curious how far that area of change applies?
Does it change the surrounding landscape outside the capital too,
like the area between the outer wall and the ramparts?
Or does it only affect everything in the 'legacy dungeon' area,
the area between the moat and the tree?

It affects the capital, the inner city. Nothing changes on the other side of the moat. So I guess your last answer, yeah.

What about the Subterranean Shunning Grounds under the city,
