Str weapons that require int?
Do you have to get the int requirement to get the most damage or can you just rely on high str?

depends on the scaling, if the weapon has an INT requirement to use but low INT scaling and good STR scaling, then yes you can use the minimum INT and pump STR for attack rating increase
If the weapon as some kind of Art / Ash ability you want to use though, likely cannot do it without meeting all of the weapon's requirements.

Yeah, OP says requirements, but I'm assuming he's talking about maximizing the scaling?

Ruined greatsword, u need 16 int but it scales at S with str, really nice weapon
I'm not completely certain it's the same for every weapon, but usually the Weapon Art requires that you meet all the stat requirements to work. If the weapon does split damage, boosting STR will only increase the physical damage, whilst boosting INT will increase the magic damage etc.
For example the Sword of Night and Flame needs both FTH and INT, and the fire weapon art increases in damage with FTH whereas the Comet art scales with INT. In the case of Blaidd's sword, the magic explostion will be based on INT, the sword hit will mostly be STR.
If you are str then stick to strenght weapons, only thing worth investing maybe is 16 Int for Ruin sword, Royal is more for mages tbh

You talking about the royal greatsword? It needs 22 Int.

For any armament, if you don't have the required stats, you will deal far less than normaldamage when trying to attack with it.

You need to have the min reqs to use a weapon functionally.
