Buckler does lose the animation and swaps it to the specific parry art animation.
They don't stack.
But buckler parry still techically the "best" cuz it has less startup frames.
Edit: actually just checked golden parry and a carian retaliation if put on a small shield are better than buckler parry. It has 3 more parry frames.
Buckler, Golden Parry and Carian Retaliation all have the shortest start up frames (8).
Golden parry and Carian have 3 more active frames than buckler (14 vs 11). It doesn't matter what shield type you use so no reason not to put them on med shields.
Basically unless FP is a concern there's no reason to use a buckler over the ashes.
