It really depends on how low you're willing to go health and equiploadwise
I finished the game at level 60 on my first time through, with Cold Claws. I was relying on the bleed and frostbite to do my damage, so I spent all of my levels getting vigor and endurance. I ended up being able to wear Lionel's Armor, the heaviest one, because my claws were basically weightless, and the status effects meant I didn't have to spec hard into damage stats.
The build that I recommended is slightly biased towards damage and away from sustainability, so it depends on how you play as to what you need. I personally like using shields in other Soulsbornes, so I usually don't need as much health as other builds. But learning stamina management is even more important.
I'm actually quite good at it, so I can get away with being massively underleveled for both health AND stamina/equip load, though I usually like to have a reasonable amount of damage so I'm not just stonewalling.
So yeah. Scalesword's shell is going to be Strength and Faith based. The exact numbers depends on how you play. If you're weaker at stamina management and spacing, it'd be smart to spec a little bit harder into vigor and endurance so you can afford to swing more often and make a few more mistakes. If you're strong in those things, you don't need as much vigor or endurance. If you're using a shield to evade damage in addition to your spacing, you'll need more endurance than normal for the equip load necessary to carry a shield (unless you're willing to sacrifice absorption ratings) and the stamina to block with.
Some of these issues can be fixed with the right rings (I think they're called Talismans in this game). For example, the Jar Arsenal Charm drastically increases your equip load, by like 19%. I used that to get my superheavy armor. Note that the increase to health, stamina, and FP ones are all absolutely garbage. You'll want something like the FAP ring (Erdtree Charm?), which increases health, stamina, and equip load all at once. The ones that increase individual stats are decent too.
If you're getting hit, try to avoid the Soreseals and Scarseals. They're good, but not as good as in DS3. The absorption penalty you eat by using them is really, really bad.
Goes great with a more hybrid balance of the two strength, and faith. Can prob be scaled for something different like dex/faith. Could be cool
Pretty sure you'll get more utility out of boosting fire for this weapon specific. Hitting 1k+ with a different build that has a ton less faith. Also you can flask shard that boost this,...
-tali to boost jump, or maybe even great sword?
-Bit of stam investment can go a long way for poise.
Then you can take that stam^^^into tons of different outfit trials.
lol Just logged off wearing the full fat armor suit, and twin wyrm. With sacrifice for a tali placement for equip load I'm pretty sturdy.

Vagabond/Prophet is the optimal starting class and with that stat spread you will only be RL65 while being able to wield the weapon and have proper vigor levels. From this point on you can pick and choose where to invest your stats based on how you want to improve your build. If you want poise and heavy armor, which is thematic and pretty important for a heavier weapon, you will want to hit something like 40 endurance which can be lowered depending on how heavy you want your armor, if you want to use a shield, if you want to use radagons or the arsenal charms etc.
I would personally get faith up to 60 since it has the same scaling as STR but allows you to use buffs and miracles to supplement your damage. At 60 fatih with the giants seal your fire damage output will respectable giving you a ranged option and also allowing you to use other faith weapons like the blasphemous blade which fit the fire theme. You can then pump mind up to 24 so you have a larger mana pool stretching out your cerulean flasks to their full extent. One max cerulean flask should restore your entire mana bar plus this lets you use ashes of war more often.
