Noticed that also, But they broke the game with new patch. fire giant and Godskin duo fights they die in 2nd phase if bleed frost etc is applied as they go in to 2nd phase

in Dark Souls 2 that happens when you enter the poison swamps. The body of the character gets "stained" and in takes some seconds to stop poison build up. Maybe this is like a homage or something

Can you be more specific? Do you mean that if you get inflicted with scarlet rot by an enemy it keeps building up? If the swamps, don't roll. If you do, it will just keep building up but can be stopped with soap. If it's the swamps, then it's not a bug unless soap does nothing.

Rolling in it causes buildup to continue for roughly another 20 seconds (last I timed it it was about there)

This is the same with poison since launch, you get out of the poison to a safe spot and it keeps building up for a long while.

No, because the logic is if you roll, you're taking a sippy of scarlet rot on your way out. Your dunking you skull in it, and getting the yucky water in your nose and mouth. Not good idea, not healthy for a growing tarnished, gotta use soap to wash your mouth out if you do that

Yes, literally. There is a soap consumable that removes the stuff if you rolled around in it.

Try to not roll in it, if you did try to apply soap to prevent build-up if you aren't already fully inflicted.
Otherwise there a pretty good incantation available in the open of Liurnia, relatively low faith requirement, heals poison and rot.

it also works with poison, again not really a confirmation but like you said its logical.
