1070 mobiles not great either and beat out by the recommended as well
cpu is fine
i have 6700k and is is running fine
With that cpu, i have 1080 and I get around 80 fps on 1440p with high settings.
Something else is going on with his pc.

i see now that it is a laptop, yea that can be the main issue. Laptops sometimes have weird limitations
The only equal level of issue comparison is higher end models running into similar nividia like issues. Would rec Op checks bios, clears out crunch data, checks for a niv bottle neck on fps, etc.
A 1070s like a 960 and that CPU is nowhere near as powerful as yours
What does that tell me?

Also, depending on your laptop, you might find that you get better performance if you use an external screen instead of the built-in screen in some cases. It all depends on if you have Optimus and MUX switch in the laptop.
I hope that is not the issue here. Its just confusing to me that nearly nothing i do changed the framerate for the better or the worse...
If possible you could try overclocking the one core that the game favors for better CPU performance. Overclocking all cores will just make your laptop CPU throttle faster.
