Unfortunately it requires stationary enemies and bosses, or ones that won't move when you fire it, try that on melania for example or most late game bosses and you'll just get smacked in the face.
The beam has initial dmg and then it stacks more, but that first hit will also draw attention and can easily cause the enemy to just get out of the way (or shield guys will just block the whole thing).
It doesn't do like any poise dmg either, so more often then not you need to know your enemy and plan it for an attack coming towards you/with wind-down. So like the Erdtree things, you usually want to try waiting for it to be near the end of the mouth grab and stationary.
Otherwise, it is just a large windup and chunk of FP for some OK dmg. If you get it to work just right though, I had numbers over 12K on those tree things in the later game (but also had 99 INT, so that is a difference here also).
True, it really only makes sense as an opener with the Hidden Tear active.
