Seems to be caused by the game loading a large group of assets at a time in cutscenes, especially around camera and scene changes.
I think it's this. From is really pushing their engine with ER, and the cracks are starting to show with this game. Every camera angle of a cutscene is basically loading in assets in real time, causing freezes between shots. Another thing I noticed is that the Carian Study Hall's inverted instance has to be loaded via a cutscene (and also having a cutscene for opening the door at the end, something From has not done until this game), likely because their engine is incapable of changing level architecture during gameplay. Same reason they need a two minute-long cutscene to lift a bridge at Volcano Manor. It's not a stylistic choice, it's because that's the only way they can do it.
