It feels like the PC version is more of a slapped together workaround to make a console game run on your PC, rather than an actual "PC version" of the game, if that makes sense.
Most keyboard software (Razer, Logitech, etc) is able to remap all the keyboard keys so you could set up custom bindings to move the unmappable keys around (I still hit M to open my map EVERY TIME), but I don't think anything can be done about the scrolling through skills/items except people modding the game. It's an unfortunate design limitation forced on console games because of controllers :(
If this is the way you would bind things I'm happy you arent in charge of the bindings. Either way you can use Autohotkey script to get what you want. Put your health flask into the first and your fp flask into the second belt spot and use a script like this. If you use different keybinds for item use (r) and changing items (down arrow) then change it accordingly.
Typical fanboy response. Let's blame the player instead of the developer, who could have just let people rebind keys. Like basically every other PC game out there.
It COULD be a m+k game, and they absolutely should let people rebind their controls how they want them.

The control scheme isn't an issue. The combat in Souls games is literally designed around controller. Stop trying to force the square peg into the round hole.
dumbest argument ever "We want PC players to play the game but we will FORCE them to use a controller and ignore 90% of Keyboard Real Estate space! So there!!"
Or they could actually let M/K users play with mouse and keyboard without it being a hassle. This is absolutely a developer issue.
A fanboy is someone who cries and whines over legitimate criticism of a game, and defends it like a simp defending their latest E-Girl streamer kick.
You can have issues with a game and still enjoy it you know.
Or you could just play with a controller because every aspect of the game is designed around it.
Souls is literally the only game that I play with a controller and I'll never play it with M&K because it plays so well on controller. That's just the way that it's meant to be played.
Honestly, this is like complaining that it doesn't play well on a dance mat.
Cant count how many times ive furiously ITERATE over skills/potions in the middle of the fight and sometimes die because i was looking where the iteration stopped THAN LOOKING AT THE MOB ( for gods sake WHY iterate when you have 256 keys - PC players are NOT limited as consoles. Why force us to drink their limits?)
That is an absolutely stupid comparison. M/K is a pc standard. If you are going to make a PC port, it should work well ON THE PC CONTROLS.
I do play it on controller. But my preference is m/k for games. Just because you're okay playing a PC game like a console game, doesn't mean everyone else is. And we don't have to like it. I really can't give af less what you think about my opinion on the matter, this isn't the first, and won't be the last, complaint about how clunky the M/K controls are.
This is a dev failure. Don't be a boot-licker.
Game design. If a games controls are designed for a controller it plays best with a controller.
If it is designed around M/K it plays best with M/K.
If you have 10 item slots, you press 1-0 on the keyboard but would have to add a selection wheel or something like that for controllers.
If you design it around controllers you do not design 10 item slots because it would make this selection wheel a necessarily. Yes you can do it (horizon) but you don't have to if your control design is based on 4 slots that can be changed by pressing up, down, left and right you don't need to.
