Report a translation problem
I just did this again myself yesterday - I haven't followed any quests involving him yet and only spoke to him once in the hold but he was there.
If you haven't already, try talking to D in the hold again with a Deathroot item in your inventory and exhausting all of his dialogue. If you don't have one of those yet, then this process is probably getting too involved for what should be a fairly easy boss and you might just want to go back later if you're struggling.
The Deathroot conversation is the only other interaction with him I might have had in this playthrough. If that doesn't do it, I couldn't say what the trigger is. No remedy is needed either way - he's either there or he isnt.
