Use strike on Stone creatures.
just defeat the boss of the city and you can get to +25 easy. silly devs made the mistake of asking for too many regular stones so normal weapons cannot be maxed out until after morgott is defeated. meanwhile somber can get to +9 without defeating bosses and to max with just godrick and margit.
also like the other guy said stone creatures resist slashing dmg. try strike. watch what happens. but only if the upgrade matches. dont try with a +4 or something like that.
these imps dont 2 shot with 60 vigor either. unless youre wearing soreseal or something like that. in that case dodge or equip another charm to offset the downsides.

but seriously, the game is 'balanced' around you having like 10+ red potion and frequent access to full recovery sites AND dying so it's simply how it goes. if you want to have an easier time against lots of those small but fast critters though, try carrying a shield and try not to get ganged up (i.e. off/lure them one by one from afar with bows or something).
because the game is designed to be this way. it is made to train your ability to see the movementsets and avoid to get hit. it is not like other games where you get a huge advantage with stats.
