IF you killed a npc, they will stay dead until a new char or ng+.
The dog pope is only to reset aggro on npc if you accidently attack but didnt kill them.
"Atonement does two things:
Resets NPC hostility.
Resets all merchant hostility.
Resetting NPC hostility will also make NPCs that teleported away when they were attacked (like Sellen) return to their original locations. However, it won’t revive dead NPCs. Any characters that the player kills or that die from events in the story stay dead for the rest of the playthrough."
Well might be different with sellen tho bcoz its not her real body.

Just go to the Church of Vows and atone; she'll talk again when you return.
