Not true. If you start running to the grace point at the moment he has death animation starting and jump off and quickly rest than you get the runes and he will respawn. If you are not quick enough and get the heart than you are lock out of this farm trough your current playtrough. Use bleed weapons to quickly hit its tail and proc bleeds and when finishing blow lands go to grace point and rest. Watched it on some youtubers video. Propably will be patched.

You can kill the dragon multiple times. Got to the Grace near the dragon, rest at least once. Get a bleed weapon (early on there is the flail and the Ugikitana) then be on Torrent and start slashing/bashing at the dragon's tail. Watch the dragon's health drop to zero and as jsut as you kill it, the dragon will start to move. Immediately turn and ride back to the Grace, hop off and rest. Exit and you will have 50ish thousand runes, level up and you then can kill the dragon again. Rinse and repeat. (DON'T use the golden foul foot for this, as it only works once so save that for last time. Also, you don't get the dragon hearts until the final time you try this.) This can easily get you to level 50 or so before it seems not worth it. Final recommendation is to get a Golden Foul Foot and use it the LAST time you kill the dragon just before he dies and you will get around 100K runes and the dragon hearts.

Palace Approach Ledge-Road, Site of Grace, Mohgwyn Area.
You only need a bow and arrows, shoot the terrorbird you see across the chasm, he falls, 12k without talisman/Gfoot, takes 10 seconds each run.
With golden beetle, you could aproximately make 4million runes in 1 hour, roughly.

You can access this area once you complete Varre's 3 invasion quest part and you get Lord of Blood's Favor item.
Pretty early early game.

1. Get the cookbook from Patches for Gold-Pickled Fowl Foot.

2. Get Golden Scarab from Abandoned Cave in Caelid

3. Go to Caelid near Redmane Castle to a Point of Grace called Impassable Greatbridge to find 3 Guillemots (birds) for fast Four-Toed Fowl Feet farm

4. Go to the Weeping Peninsula just Northeast of Tower of Return or directly East of the Isolated Merchant Shack for 11-12 Gold Firefly and then jump off cliff for fast respawn or you could farm some other items around here for other stuff.

5. Go to Warmaster's Shack for fast Rowa Fruit farm and also Root Resin which is really good for crafting. You can also find Fire Butterflies too if you find the fire slug area kinda far away

6. Join a group for 5% Rune Acquisition buff when group member kills Shardbearer or becomes Lord/Elden Lord

7. With Golden Scarab Talisman + Gold Pickled Fowl Foot, the Bird gives ~17,000 for those who haven't completed the final boss and the mobs near the point of grace give ~2400. And Frenzied bird (madness) gives 5x runes, same with mobs.

So far for me the best source of runes is zamos ruins if you can actually kill the enemies there fast enough to make it with your time, if not then the traditionally community accepted Mohgwin's palace farm is the best place for safe rune farming as long as you dont aggro the guards you can kill the bug eyes ones with a simple back stab but if you cant kill them fast enough the 3rd best option is to exploit the giant bird aggro luring it off a cliff with a bow.
