Same problem, if changing resolution/graphics doesn't affect FPS at all, the problem is probably tied to CPU. Not even CPU, but how badly the game manages it's usage.

Welcome to the club. The game is very poorly optimized and people are having issues on even the highest spec hardware. Some have said that it's a problem with 30 series cards specifically, but I think it's instead that performance consistency seems to be very random or at least based on some unidentifiable factors. You can try some "solutions" like setting shader cache to unlimited, disabling EAC, and using flawless widescreen to unlock the fps which might actually improve your framerate. But it's really up to Fromsoft to fix this trash port.

Disabling the EAC is significantly increase the FPS... Unfortunately you can't play online mode hhh... But at least the game runs well... Thx :praisesun:

In the BIOS disable "hyperthreading", or in "Process Lasso" disable multithreading for the game process.
The problem is not in 3060, but in poorly working multithreading.
