My 3060 laptop gets a constant 60 on high, my RX 5700 desktop gets a constant 60 even maxed...... what are you talking about? and who said anything about a 3080? o.O
RTX 3050 is a joke, doesn't even match last generation's 60-class, let alone surpass it in performance as it should, MSRP vs MSRP doesn't matter much, it's all on the paper, retail prices matter, and with RX 6600/XT you get half-decent performance and a convenient use of VSR/RSR and FSR for games today and few years from now on, via AMD's Adrenaline software, which unlike NVIDIA's GeForce Experience doesn't require and account and is fairly intuitive to navigate, plus, chances are your monitor supports VRR i.e. Freesync, so that's an added bonus if it is the case.
If you're against AMD all in, then get RTX 2060, should be roughly the same price yet offer much more performance than RTX 3050, maybe less, but that varies wildly depending on the country and how much more/less greedy its retailers are. 6 GB VRAM buffer vs 8 GB VRAM buffer, doesn't matter, you'll hit a bottleneck everywhere else first anyway, so don't worry about that.
And don't listen to some ignorant or spoiled people going 'get i7 or R9, RTX 3099999 TIE' or whatever ♥♥♥♥♥♥♥♥ they're spewing these days.
An i5-10400/i3-12100 are more than enough for over 60 FPS in about every game in existence.
CPU's the last thing you'll bottleneck on 99% of the time if it's reasonably modern and at least a quad-core, you need a GPU first to let the CPU push higher frame rates, the numbers you'll see in benchmarks with 200 FPS etc. are done using cards like RX 6900 XT or 3090s, pushing both parts to their limits, except these are stupidly overpriced, a waste of money and not worth it unless you're running a rendering studio like working with your setup to earn a living.

I'm running a 1060 GTX with a AMD Ryzen 5 3600. Not having problems as yet (maybe a couple of stutters but smooth otherwise) and about 2/3rds into the game.
Upgrading CPU may improve stability, or it may not... optimalization is ♥♥♥♥.
1.) CPU 10400 is absolutely fine
I have 9400 which is basically same but 4% slower and i can run WQHD all maxed 60fps
so cpu is definitely not the problem
2.) while 3050 is not the best card it is for sure enough for 1080p
Its same speed as 1070, 1660TI
I have 9400f, 1080GTX, 32GBram 3200 cl15
So my system is 15-20% faster than yours and i can run WQHD all maxed stable 60fps
WQHD needs ~ 20% more than 1080p
So you should be able to run 1080p maxed stable 60fps no problem.
there are also youtube videos with 3050 out that confirm this

So its definitely not the raw hardware power that is the problem.
There has to be some other issue.

1.)
I would install MSI afterburner and CoreTemp
with those 2 programs you can see temperature of GPU(afterburner) and CPU(CoreTemp)
my GPU temperature after 1h elden ring = 62c and CPU = 64c
if your temperatures are fine i would experement with
2.)
borderless windows vs fullscreen
for me in borderless windows game runs like ♥♥♥♥
in fullscreen it runs fine.
i have heard its different for other people.
3.) if that doesnt solve problem
open computer and look if all parts are correctly in spot
it sounds unlikely but i have seen coolers fall or or ram getting lose and stuff...
if thats all good
4.) reinstall drivers for GPU
if that doesnt solve problem
you maybe bought fake chinese hardware ? ;)
my system is slower and i have no problems in 1440p maxed settings >_<
there has to be something wrong with your computer ?
maybe temperatures ?
3050 is same speed as GTX 1070 so its not terrible lol
