This is because I find you really want to up that INT stat for the scaling and access to decent sorceries, but that leads to a super squishy build at the start.
Unless you want to go for rushing the gravity staff and rock sling, plus get the free 80k+ runes from the giant dragon in Caelid, all of which you can super easily do safetly once you have your horse. Then go heavy on INT at the start and start building up that cheese.
Regardless of your approach, Moonveil will always become a useable option for main weapon if you got INT and some DEX. It's by no means mandatory though, also had some fun taking other bleed weapons and cold enchanting them for double status procs.
Mind indirectly increases dps, as it allows one to cast more spells before having to stop and recharge FP via flask. It also allows for more charges allocated to health flasks, which is nice being that casters tend to be squishy.
