no such thing best incantation, incantation should fit relevant build and playstyle.
if you talking in general gameplay, like naked caveman holding his fingers seal run across lands between, Lighting spear, no doubt.
Keep that in mind, Light spear have short casting time which make the incantation can be successfully cast out but damage wise just average.
I know you probably wanted some more fancy stuff, but sometimes small edges and the effect of them seeing you heal over time constantly is a huge psychological boon, because they feel their time running out.
It's especially potent in early game invasions.
All incantations have thier uses, while one may feel lackluster in some situations its dominating in others.
Frozen Lightning Spear and Crucible Breath work wonders for crowds when your choice of weapon is better for single targets, as are the bigger fireballs.
Lightning Spear and the frenzy beam are godsends for sniping and engaging in fights, though Spear fits the bill better for punching a tough enemy that leaves an opening your too far away to punish.
The buffs offer utility for almost any situation....its kinda crazy how good incantations can potentially get if you use them correctly, I can provide many examples if you want.
