why my quest with Kenneth Haight & Nepheli Loux's doesn't work, they don't come to godric's castle

You need to rest at the Godrick the Grafted grace.

I am not sure if it is intentional but I had the same issue until I decided to just rest at that grace even though I just fast travelled there.

Also, can confirm that Gostoc is not needed because I have killed him by then.

I am assuming you have already done everything necessary (i.e. stormhawk ash given, fort haight reclaimed, completed all dialogue, etc).
