i only purchased the 3050 as a soft patch until the 40 series comes out when i will be purchasing a higher end card...

What resolution are you running the game at? More than 1920x1080p isn't really possible on that card, if you want 60FPS.
The GPU well exceeds the recommended system requirements. The RTX 3050 is much faster, than the GTX 1060 6GB. Even with the wider memory-BUS, the 1060 still looses out on memory bandwith, due to the 3050 being on faster GDDR6 memory. The xx80 and xx90 are enthusiast grade and halo-products, aimed at 120-144FPS and/or 1440p/4k/ultra-wide. The current high-end is touted as "8K capable", but that's just marketing bs and not a realistic or practical resolution.
Midrange GPU's are and were always where the bulk of PC gaming happens. Just look at Steam's latest HW-stats. Mostly just 1060's and 1050ti's and the former is still perfectly capable for 1080p/60FPS in most games.
If you haven't tried a clean driver re-install, yet i would suggest doing that. Use DDU to get rid of all traces of your GPU driver and then re-install the NVIDIA driver again.

If that won't help either, the next thing, i'd check for, is a background application, that could potentially cause conflicts. You could try a clean-boot, as explained in the Microsoft-support site, i'm going to link, but keep NVIDIA and Steam-related services enabled. If this helps, it's a matter of finding, which of you programs, that you may have had running, is the culprit.
