Low frame rates with 3050 GPU
I recently bought a 3050 for the sole purpose of playing elden ring. I watched comparison videos before hand that made it clear the game can be run at 60 fps on the medium setting and lingers in the mid 50s on high. I am not only not getting these kind of frames but am dropping into the 40s or even 30s on low settings... i reinstalled my graphics drivers again but am still facing the same issues. Any suggestions would be much appreciated.

xx50 is a base model... not supposed to play the latest games at 60 fps... if it could why would anyone buy a xx80?

are you playing at the same settings as the video? same resolution? same operating system and build version? same motherboard, cpu, ram, as the vid?

having the same gpu doesn't mean it will yield the same results, there are other variables

What other specs has your rig got? Just telling us you got a 3050 tells us nothing except that you bought a 3050 which is a problem in itself.

I got it as a temporary patch until the 40 series releases. Just because its the cheapest gpu in the lineup doesnt mean it shouldnt run the game at 60fps on medium. every other game ive tested so far i can play at above 60 on maximum settings.

Even though, performance for this game is bad, it shouldn't be THAT bad. Not, if you just started. There are places further into the game, where you might see these framerates, especially once particle effects are happening. And stuttering will be ever present, until the game gets patched. Just a heads up.

What resolution are you running the game at? More than 1920x1080p isn't really possible on that card, if you want 60FPS.

The GPU well exceeds the recommended system requirements. The RTX 3050 is much faster, than the GTX 1060 6GB. Even with the wider memory-BUS, the 1060 still looses out on memory bandwith, due to the 3050 being on faster GDDR6 memory. The xx80 and xx90 are enthusiast grade and halo-products, aimed at 120-144FPS and/or 1440p/4k/ultra-wide. The current high-end is touted as "8K capable", but that's just marketing bs and not a realistic or practical resolution.

Midrange GPU's are and were always where the bulk of PC gaming happens. Just look at Steam's latest HW-stats. Mostly just 1060's and 1050ti's and the former is still perfectly capable for 1080p/60FPS in most games.

It probably has nothing to do with the GPU. I have a GTX 1660 Ti which has similar raw performance to a RTX 3050 and, while there are dips and on rare occasions some momentary freezes, I get mostly 60fps at 1080p on the "high" preset (which is what the game defaults to for my system).

I am playing at 1920x1080p. I have 40 hours into the game so far and this has been an issue throughout my playthrough. It doesnt seem to matter what area i am in.

That's highly unusual then. First, try setting the performance-mode in your NVIDIA-drivers to "prefer maximum performance". Perhaps the card just doesn't properly boosts it's clock-speeds. Under normal temps, the core should boost as high as ~1777Mhz, with the memory clocks at 1750Mhz.

If you haven't tried a clean driver re-install, yet i would suggest doing that. Use DDU to get rid of all traces of your GPU driver and then re-install the NVIDIA driver again.

If that won't help either, the next thing, i'd check for, is a background application, that could potentially cause conflicts. You could try a clean-boot, as explained in the Microsoft-support site, i'm going to link, but keep NVIDIA and Steam-related services enabled. If this helps, it's a matter of finding, which of you programs, that you may have had running, is the culprit.
