Determination not working?

I am playing as a mage, and when I cast Determination, I don't see any visible change to any damage output. Am I doing something wrong?

I believe they patched this skill recently to remove the bonus to offhand spell damage. I've tested a before/after buff and saw no damage difference in my spells.
