Sorceress Sellen - bugged?

I found Sellen first in the Witchbane Ruins on Weeping Peninsula. She's chained to the wall and does her lamentation, no real interaction. But I also just found her in Waypoint Ruins, where I'm able to buy sorceries, give scrolls, etc. I looked it up to see if this is a bug (she's in both places?) but all I find is info that at Waypoint Ruins she should be a specter, not...normal. Is that not correct, or have I encountered some weird bug?

Well since you already spoiled it for yourself; the one at Waypoint ruins is indeed a projection, but she looks like a normal person (wouldn't be a very good illusion otherwise).

If you continue her questline it'll all be revealed.

No. In Witchbane - it is her real body, captured and tortured. In Waypoint - it is a projection to intearact with you. You will discover this on your own if you`ll follow her quest.
