Bug Chelona's Rise

The Chelona's rise puzzle is bugged. 2 of the three turtles do not show up leaving the puzzle unsolvable and locking me out of the reward. It worked fine on my first play through but is bugged on my sorcerer play through which is when i would actually need the reward.

Yeah mine is bugged too! im pretty sure i killed all three but it wont open. just today went to the 3 locations and no beasts to be found and the seal is still there. didnt use a grace before checking all 3, then used graced to check if seal was still there, it was. RIP quest

This just happened to me on my second playthrough. After falling off a cliff earlier on from not paying attention, when I went back again the turtle appeared. Try resting at the grace a few times.

If you touched a grace in between hunting down the beast, you need to go back to the statue, touch it to reveal again.
