red lightning dragon west of erdtree gazing hill not respawning

got it to 50% hp then i died in a glory of red lightning particle effects and now it's not respawning, anyone else have a similar occurrence?

That dragon is one of two that will flee to a second location once you get their HP low enough. You will have to find out where it fled to and fight it a second time there.

She has fled with you proving your warrior blood, seek a field where lighting strikes and overlooks the lands of the capital at sundown if you would seek it again.

There is no spoiler, he literally just runs away to another part of altas plateau and its never explained or reasoned why other than just to be annoying, its not even hinted at that you're supposed to go elsewhere to fight him again and you can literally just miss the encounter altogether if you don't go up the random hill that he decides to spawn on.
