Considering what Melina says when you first meet her, I can't help but wonder if they're required to help Tarnished become more powerful (IE level up). Haven't tried declining Melina's offer yet and seeing what it affects (or if you even actually can).
Melina and Ranni were originally the same person, hence why they look exactly the same and share the same closed eye.

They're meant to be very important for Tarnish, that without them the Tarnish will seemingly just die out. There are, aparently like, hundreds of thousands of Tarnish that just randomly die around the world, somewhere, somehow, with no bodies around to show for it. It's very rarely talked about. Tarnish is pretty much anyone and everyone that isn't a Demi God, somehow. No real explanation given. Pretty much if you can talk to them, they Tarnish.
And being Maidenless is a Death Sentence. Like it's talked about by the first npc you talk to, like that without a Maiden, if you die, you die forever, no revive... But concidering you can die before getting a maiden, that's either complete ♥♥♥♥♥♥♥♥, you're a god, or the devs ♥♥♥♥♥♥ up and didn't have the Lore have impact on the Gameplay, and didn't fix this loophole by having a cutscene at first showing you having a maiden.
Then there is Melina, who 'Takes the role of Maiden'... without being a Maiden... like what the ♥♥♥♥? Maidens are meant to be special, unique, and very rare... And yet this girl, who seems to not be a Tarnish, nor a Demi-God, can just... Will herself to be a Maiden, and grant herself the ability to have you level up.
They don't even explain the leveling up stuff in lore. Like Demon's Souls and all 3 Dark Souls is pretty explicit, that Souls have power and the Fire Keepers take those souls from you and can turn them into power and grant that power to you. Such as, finding a bunch of Metal, and they turn it into a weapon or something for you. There is a step of turning souls into power to be used that only Fire Keepers have, which is why they are so valuable, and why killing one of such a high crime, as without them no one can gain power except Demons in Demon's Souls
In Elden Ring tho, there is no explanations about Runes... They just... Exist. They aren't Souls, they aren't fueled by, run on, or have any connection to people or souls... They are just... Coins. Money. That's it. *shrugs* Literally nothing is explained. This is the worse game in terms of lore, there is no lore. at all. They have random bits of random information, but no actual world, no lore, no connection, no answers. They just... Exist.
It seems that Fromsoft implemented Martins writing around the Empyreans and the Demigods well, but then they tried to fit it into the Dark Souls system and couldn't fully realise his writing, or rather left it vague as they tend to do...which is a shame! If you read the article I posted above it is really interesting stuff...but very little is explained ingame other than what players can piece together.
Yea, I think you're right. I can't find anywhere where it specifically states that runes are tiny fragments of the Elden Ring, but considering they say great runes are larger chunks of the Elden Ring, it stands to reason that regular runes are even smaller fragments of it.
