People too dumb to read. Blame the Developer.
The maximum survivable fall distance is 20 meters. And by default the first 16 meters will not do any damage anyway. That only leaves a 4 meter margin where you can take damage and not die. Within that 4 meter space the minimum damage you will take is 30% of your HP and the maximum you can take is 50% HP. Anything beyond 50% would mean that the fall is greater than 20 meters and you will die no matter what talisman or spell you are using.

You can throw a "Rainbow Stone" off a ledge. If the stone makes it to the ground makes the fall non-lethal.
If it crumbles and explodes the fall is lethal. Try it, its been like that since Dark Souls 1.
