Inexplicably low fps is almost always the game using integrated graphics over your GPU. A 1660 TI is adequate to do Elden Ring at 1080p on the maximum preset without dropping below 40 fps and comfortably sitting at 50+ fps most of the time. So check your driver settings and possibly update/reinstall drivers if all else fails. The only reason the game should be sub 30 fps on that card otherwise is if you have a CPU bottleneck or are trying to run at 4K resolution.

I ran on low graphics 60 fps rare stutters ran pretty clean on my 1660ti

I have a 1660ti myself. In a lot of areas it's possible to hit 60fps no problem. In some open world areas, the same remains true.

In some, it can hit 50 and 40fps. And those poison flowers in the forest can ♥♥♥♥ it up even more.

Still never 29 fps, though...
