redmane castle is empty?

what happend. doing a new playthrough and there are no enemies outside of the castle. the only enemies in this area are some dogs on inside the castle. did i do something or is it a bug?

This is not a bug, you have to complete the Radaan event, then enemies will spawn again on their normal positions.

if you have already gone up to the Altus plateau, you can no longer siege Redmane castle. This is because the Radahn festival has started. You can go back later after defeating Radahn to fight the boss that you have missed.

you mean by just visiting the place? i have not done anything in that area. only go in and out.

That's all it takes.
Going to the Altus Plateau at all triggers the world-state to update, emptying out Redmane Castle.

At some point, much later in the game, the castle was repopulated, and I could collect the items and fight the boss. I don't know what triggered it, but fighting Radahn and completing the festival was not enough.
