Also it depends on your level as to what signs show up
Towards end game here, once you hit the last area the signs just about all dissapear, you can still find some very rarely (this was at level 100+) sitting around levels, mostly at certain bosses at this point in the game tho.
Plus I believe the summon signs are linked to some kind of pool you get thrown in, i saw mostly the same people for signs as I was leveling and going from place to place, seems a bit odd considering the hundreds of thousands playing this.
In Dark Souls 3 your level and your weapon upgrade level would both affect matchmaking for signs, so lets say you are level 50 with +5 weapon max, you get a lot of signs, but once you upgrade to +9 or even +10, your sign visibility gets cut in more than half, because matchmaking attempts to pair you with same weird people who are on low level but with maxed weapons. or vice versa.
At this level you should be at the capital and later parts.
