This isn't subjective. Hoarfrost Stomp was broken and objectively one of the most overpowered moves in the game. It was exclusively the move speedrunners used to get sub-30 minute runs.
Hoarfrost Stomp as it was pre-patch was just as 'braindead' as you claim sorcery to be, except it had 0 stat requirements attached to it.
That being said there are already "unbalancer" mods that try to make everything kinda broken like spells, ashes of war etc etc if that is your thing.
these patch notes are fine. I'd even go as far to say they are top notch.
as for you the poster of this thread. your just a crying baby. go suck on a rock.
There's a ton of interesting weapon arts and all of them have viability. Just because two were completely overpowered and over utilized does not mean they were the only options.
There's plenty of "interesting" ashes of war, problem is "interesting" != "good", which is really what you're actually looking for
And now we are down to the point like in DS3, but from a different perspective.
DS3 had a lot of cool weapon arts, but they were unusable because of game system
Now they are very usable, but there are nothing cool
