They literally cheat.
That's just how the game's engine works, unfortunately.
If I'm not misunderstand , your summon mimic also has infinite fp too
They are not Tarnished, they don't need anything to fuel them because they are malignant creatures with innate powers and abilities.
Lore explanation. Honestly it would be silly to limit the FP cause you could then just cheese every single magically creature. The AI is rudimentary at best as it has always been. If they had an FP limit you could just get behind an object wait till they run out then kill them. At which point they might as well remove all casting NPCs from the game.
Use your surroundings to block their spam. There will be an opening where you can jump into them and go for a kill.
However if you lured alot of those spammer npc, then... goodluck. :)
Be creative. Adapt.
The NPC doesn't know better while you can choose when to use spell
the only exception is hp pots on npc invades, cause in general if you weren't fast enough they could outheal you forever then.
NPCs in this game are constrained by a hard limit of one Crimson Flask sip, but that is all.
