Weathered Map?

I'm super confused. I was looking at the items on PIdia's shop (specifically the bell version since he is super dead in my save) and I noticed "Weathered Map" for 600 runes. I thought OK I'll take a look and see what it is. I buy it, and it seems to be hinting at a location and I can't figure it out... Against my better judgement I decided to google it and I literally can't find a single result for this item. Not on any wiki, or general search. It's an item in such an obvious area I am at a loss at how I can't find any information on this item...

Has anyone found out where this points?

Just a hint toward where to find the Amber Starlight, as far as i can tell.

The bit at the bottom looks like the bridge going into the capital city, and I know it's by a split in the road similar to that. Could be around there?

Another idea could be the "streaks of gold" are those fulgurflowers or whatever that lightning strikes, they're usually set up in patterns kinda like that.
