Best Heavy shield is definitely Fingerprint GS
It's 6 pounds lighter with 8 less STR than Golden Beast Crest and it only has one less guard boost point.
Eclipse Crest greatshield is also great but 30str and very heavy. Guard boost and defense makes it hands down better than brass shield though.
Icon shield is cool if you don't mind not having 100 physical block.
..if you mean in the first blacksmith tab only equipped items show up there, your unequipped items are in the next one, i believe ashes of war only needed the first whetstone but i dun remember

You can't customize unique weapons/shields with ashes. So anything that takes a somber smithing stone to upgrade you won't be able to customize the ash of war on.
Whetblades don't get used up. That said, certain "unique" shields can't have ashes put on them. The two you listed fall into this category. To see which ones do and don't check the fextralife wiki pages. For the most part they list if you can uses ashes on them or not, although sometimes you will have to check the comments if the information is missing/wrong.
Greatshield:
1. Fingerprint stone shield
2. Visage shield
3. Haligtree crest shield
4. Gilded greatshield
Medium shields:
1. Brass shield beats everything
2. though silver mirrorshield has the best magic negate at a high 89
Small shields:
1. Kinda tuff to say but from what im seeing Gilded iron shield
2. Ice crest shield
3. Smoldering shield

There's there's the Carian Knight's Shield from that NPC invader in the library. GREAT shield. 100% physical resist (that's good for a none tower). Can use weapon arts with it. Can put on ashes if you like. And it goes well with the magic sword and the armor too (I add a great helm myself). Requires less stats to use too. Tower shields tend to need high strength to even use at all. Not an issue here. Good if you use a katana or one handed swords.
