Fleshed out game that feels like it is valid of it's cost? yes
In terms of a AAA title and compared to a lot that have come out recently it feels the most complete and doesn't flood the user with micro transactions, DLC etc. I don't feel like I've been sold a limb of the game and have to then buy the rest of the body.
There is plenty wrong with the game and some questionable design ideas, but I don't feel like I've been sold a virtual market to buy from like most modern AAA and think the reason it's getting hate from plenty of other publishers and producers is because it's selling well without these things.
This is why deem it a masterpiece, because they were just sold a game.
The game is great and I am having a load of fun, I certainly do not regret the purchase, but master piece and redefining the open world - I don't think so.

It's not a masterpiece because there are lots of gamedesign flaws, but it's a 10/10 if you compare it to the low state the games industry is at.
