Mysterious voice

So, I was riding by a copse to the south of the Gate, near a fight with a guy on horseback, when I heard a voice say something like 'Oi, you there.' and then it tells me not to pretend I don't see him. Then he moans that no one will look him in the eye. I looked all round, but I didn't find anything, though the voice persisted. Anyone know what's up with this?

I'm a little paranoid because I had the invisible NPCs bug (now modded) , but the way the voice talks makes me think he's supposed to be invisible.

It's part of the game. Keep playing and trying things.

Look at the vegetation where you heard the voice. Something will stand out. When you see it, do some physical investigation. That's all I'll say.

This is a bush that turns into a monkey, and later he can "alter" clothes appearances if you finish his questline. The bush is literally right next to you when you hear him speak.
