if you mean to invade low lv player that are not build pvp and that you gonna 1 shot them because most didnt even killed the first real boss of the game at that lv then screw this
so really i dont see the point...
who's your target ? other lv 70 that WANT to pvp ? then go ahead and lv that weapon to the max , no point in keeping it low
For somber upgraded weapons. No more than like +4 or so.

here are people who did some test runs on invasion range
Level 70 at only +10 like some recommend would be mismatched. I had +10 at level 40-45 already, following a natural level and upgrade progression (over 2 characters) to get an estimate on people's level and upgrade ranges, if they use the materials they'd find naturally.
