If you have 80 dex, AoW will do more with Keen than Heavy, if AoW is say ... magic dmg like glint or frost - int will also scale it up.
there are a few exceptions like Bloody Slash, where there is a flat amount and in which case weapon upgrade is the only factor - but the majority of sacred/magic etc. work like this and ALL physical will also work like this. Blood/Arcane seems to be the only case where it doesn't always work and currently there are issues with Arcane scaling on weapons so it could well be tied to that.
