i see a lot of people have trouble with this dragon, maybe this will help. i just beat him on NG+
also, i should recommend not to try this with summons all the time, because its better to fight dragons on a horse if you are not good in dodging... the fact that i am not riding the horse in this fight is because i can evade with the bloodhound step skill so i dont need to run away for his breath anymore. besides that my build is now OP thanks to the fire giant in my last playthrough which i was impossible to beat as a sorcerer build, so i spend a lot of runes into being able to carry the strongest armor etc.. check out the recording of the fight how i killed this dragon: https://www.youtube.com/watch?v=FOJNdy9n2N4
