How does hoarfrost stomp scale?

Right now I have it on my heavy giant crusher +24 and it does about 950 damage, Is there a way to scale it to make it better?

how much more damage do you need an aoe that adds a status effect to do..?

Hoarfrost stomp's main damage comes from the frost procs which do a percentage of health. I think the only thing that improves with scaling is the damage of the art itself, while the status proc is constant in its effectiveness.

You technically can make it do more damage slightly faster if you hit the enemy with a fire attack. It'll reset the frost status and you can then proc it a bit faster.
