Cross region matchmaking
In short, what does it really do? And should I have it on or off?

Matchmaking with japan servers if i remember correctly

If you enable it you can get laggy people from out of your area. No need unless your region doesn't have many palyers.

It only affects Japan. From only cares about Japan after all.

Great, that explains why I'm getting summoned from across the Atlantic and then disconnected in the middle of a boss fight half the time...

Network errors also happen a lot with players in same region. With cross-region enabled, the advantage is that the player base is always available no matter what your time zone is.
