You can go visit Ranni once Rahdan triggers the star fall, it's literally part of the quest, and should force kick start it again.
I have to do that first? Ghaa, these quests are so confusing.. Will go do that then.
Ranni's rise is the West most tower, one that's in the middle between Renna's rise (North), and Seluvis's rise (South)
Technically her quest starts way before that. But it seems like Elden actually made quests a lot harder to break. And I'm several NGs in, and I've tried, and I mean I have TRIED, to break quests, and still somehow managed to make them work, even after ending.
There's actually 3 towers near that area, Ranni, Renna, and Seluvias' Rise (butchered last ones spelling likely, sorry), but yes. You want Ranni's Rise.
