For probabably-not-all-that-obvious reasons, you can't buff up with Bloodflame Blade on a weapon that already has an elemental affinity given to it by an Ash of War, such as Blood or Cold or Fire or Poison or the like.
If you're asking about Rivers of Blood, I don't know. My gut tells me it shouldn't be able to since Rivers of Blood is a unique weapon with a unique Ash of War, but if Elden Ring has shown me anything, it's that trying to trust your instinct only results in getting roll-caught by a basic three-hit combo and then getting two-tapped.

I know, right? I need SEVERAL hits to trigger a bleed when I use that weapon-oh wait, are you one of those people who only gets made at players caused statuses while ignoring how much weaker ours are compared to even fodder?
I mean sure, there are some pure bananas sources of effects you can get. But throwing an entire status category under the bus as "EZ mode for the player" is just amazingly naive.
the real reason to not rely too much on bleed (for PvE, as the op is saying) is how coddled the PVE enemies are, even ignoring the enemies outright immune to it. But certainly a nice bonus to have if you happen to like a weapon category and moveset anyways.
For example, bleed is rarely a deciding factor when I dust off the morning star over over my knight greatsword, large club, big boat anchor (it makes me laugh) or pike. Just the fact it is faster and has less recovery time for when you need to deal with enemy spam and beefwall poise.
If bleed (and stagger, etc) was globally busted, then walking into the bell hunters with wild strikes and bleed grease on my big boat anchor would have sleptwalked through him instead of him basically laughing at it. But noooo, it was smaller faster that won the day even when I triggered bleed like, probably once on him the times I killed him with a morning star.
