this boss feels like a cheat, he one shots me with lightning and there's no way to dodge it, any tips? I'm level 100 and can't beat him.

That is incorrect, avoiding the lightning attack is as easy as just hopping onto the horse and just circling around him.

I beat him as level 1 and no weapons/spirit upgrades.

If you mean his triple bolt, roll just as he brings his shield down to send them.

Stop the moronic "git gud", that doesn't help anybody.

You can dodge his lightning just before it hits. I couldn't avoid getting hit by the lightnings when mounted on Torrent, but I did on foot.
I casted a strong spirit (Banished Knight Oleg +3) to distract him and them blasted him from a distance with Rock Sling, the strongest spell I had. Had to dodge many times anyway, and I was using all the protection I could, including a mix in the Flask of Wondrous Physick.
This was one of the toughest bosses for me so far too. Died like 6-7 times at least. Later bosses in the game are a lot easier.

If you stick to the side with the shield and have a long weapon and fight him on horseback it becomes a whole lot easier

I use poison mist to kill him, the poison will decrease the HP until it reaches zero. But to do this you must get very close to him without him noticing.

Alternatively, depending on their build, Big rot breath. Or both tbh.

Depends on your build, but as a two handed weapon user I beat him around level 60 doing about 200 damage a swing with a greathammer. My strategy was to just go naked and get to light rolling since he just one shot me around that level with lightning no matter what. For his regular phase, I used a ranged summon to tank and bait his fireballs(Jellyfish works) and used horseback to constantly stick to his left side and force him to swing with his shield which are easy to punish. When he activates his lightning phase, I immediately get off the horse and stick in close and go pure melee. Try to roll to his left towards the shield on every attack and and get behind him when he does his giant lightning wave as its difficult to roll through and often a one shot. After a while his lightning will fizzle out and he'll go back to his regular phase and you can get back on the horse for bait and punish attacks. He went through two lightning phases before I killed him so good luck! He's definitely a roadblock, quite literally.

I tried not to go far away from him so he won’t start the lightning attack. I also tried to stay near his shield side.

Beat him at level 50. Your level is not the problem. You CAN dodge the light attacks. To me it was even worse because each of his hits would one shot me. It's just one of those bosses. Learn his moveset and win!

Run in and hide under his own shield during lightning attack. Works every time.

General advice is one hit roll, and never charge the fireball. It tracks like a missile.

We can help, if you need just put down the password. Worry less about the boss more about the invaders. Since it's a open world boss it's one of the most heavily invading area. That and Commander O'Neil

Invaders are pathetic like that.

roll immediately when he drops the shield down. it takes some practice but eventually you will git gud.
