I agree with mostly everything you said. All his individual attacks are easily dealt with. I'm just having trouble with how he chains them together in ad hoc fashion.
Some specific combinations of moves are especially devilish to deal with: One that's fresh in my mind now is how Radagon follows up on his lightning teleport. Sometimes he does nothing. Most of the time, it feels like a coin-toss between a fast attack or a medium speed attack, and I'm having trouble figuring out which is which before I get hit since the particle effect obstructs my vision.
Radagon is still a casino nightmare but it's greatly mitigated by Mimic Tear.
I think its grab attack might be bugged though? It has one grab move that sticks you in place and then impales you with a hundred spears of light, but then deals a spectacular zero damage.
You can't mount sadly, I feel like that fight could have really used it.
tbh I think Elden Beast is pretty fun, so long as you're not fighting the camera at the same time trying to engage in melee. It has well-telegraphed attacks that all have clear methods for evading them.
The damage I feel is probably a wee bit extreme since I needed to stack on every single holy damage resistance in the entire game for it to be manageable, but once that was done it was fun.
I also get to see the credits so I can see which director to blame for thinking up the brilliant idea that was Radagon, Casino Lord.

roll the arrow attacks summon people as soon as he moves to comabt with the npc players shot with rot bolts or arrows wait till the tick starts and ride away summon more npcs as they die
repeat for phase 2 its that simple hes infested with the rot the npc even tells you that
you dont even need to get in range of his attacks to kill him
