somber are for the 'unique' weapons and regular are for the rest
you probably have no somber ones and lots of regular ones
you cant use the same stones to upgrade to plus 10 you need a selection of different level stones to do so.
each stone will have a number next to it that is the stones level and it will tell you in the description what it can level an item to.
It's different than, say, other Souls games where it's "this thing chunk x2, x4, x6, now this bigger chunk x2, x4, x6" (though regular weapons still kinda follow that progression, albeit also using the [1], [2], [3] suffixes and such.)
