The game dosnt run super well, that said, its not that bad from a performance standpoint in general - its just that it drops without reason no matter which hardware you have. But generally low performance isnt much of an issue from what I've seen.
First thing you shouds do is updating Nvidia Driver, which made my performance go up alot actually. Since its a laptop u need to also check power managment and GPU usage.
If you want more support, you need to provide more information, like how much your hardware gets used and so on.
try win settings > display > graphics > elden ring (add it if its not there) > option set "high performance" maybe it will help
the cpu works at 50%, 11 gb of ram occupied (from 16) and the gpu at 70-90%. It doesn't go above 45 fps. It also does not raise a single fps when lowering the resolution to the minimum. Something must happen to him. The 3060 is capable of shooting this game.

I have this problem too i have PC 3060 Ti and i cant get normal stable gameplay i have like 45 - 53 fps and when i lower the resolution and graphics fps are still same and i dont know why my graphics card should be enough.

If you look at the history of performance patches on PC from FromSoftware then you shouldn't get your hopes up.
I would get the game on console instead - if possible.
I have bought Elden Ring on XSX and PS5. The FPS on PS5 and XSX can't get a locked 60 FPS, but removing the shader stutters is worth it. XSX is the best version after all the patches I think, XSX was not great at launch. PS5 might hold higher average FPS but the VRR range of the PS5 is only 48-120 Hz while XSX is 20-120 hz, The game will often drop below 48 FPS and the PS5 will stutter and tear a lot.
Elden Ring also has impressive HDR in my opinion. My TV can reach 2000 nits and I swear the frenzied flame almost took my eyes several times.
