I had this same issue here. After defeating Radahn, I couldn't access the doors in the courtyard. However, once I approached the castle from the front (not the teleporters), and then took the path along the side to the back of the castle, I found a ladder. When I went in that way, all the doors were open and I could get the loot.
1. go through the door behind the throne chair for the lift, not the door you can see the lift from
2. beat Radahn and revisit the castle when the festival is over, may need to enter the castle without using teleporters to trigger the swap of festival to normal castle
The Redmane Castle doors (except for the lift door) will remain closed during the festival. When you finish the festival (i.e. kill Radahn), revisit Redmane. If revisiting via fast travel does not work, you'll need to enter the castle on foot crossing the bridge in front of it and scaling the castle walls.
As for the other issue of the door to the lift not opening after talking to the announcer, all I can suggest is to make sure you are looking at the door behind the chair and not the door that you can see the lift through as you mentioned. The latter does not open, the one behind the chair does and that goes to the lift. If that one doesn't open for you, then yea I dunno what bug you have going on. But honestly sounds like you're looking at the wrong door based on your visibility description.
You will feel really stupid when you realize that you simply have to run out of dialogue with Jarren.
